Role Overview:

As Senior Manager, Administration & Finance, you will provide strategic and operational leadership across finance, administration, and performance management within the senior care and active ageing ecosystem. 1. Financial Oversight & Strategy
- Lead budgeting, forecasting, and long‑term financial planning for HQ and multiple Senior Care / Active Ageing Centres

- Drive cost‑effectiveness initiatives through vendor management, procurement optimisation, and inventory controls

- Lead and develop the team managing procurement activities, including small‑value purchases, RFQs, and tenders

The Centre Manager is responsible for managing and supervising a team of care staff and other staff to ensure the smooth operations of the Day Care Centre in compliance with MOH’s Service Requirements for Centre-based Care.

Key Responsibilities:
- Accountable for the day-to-day running and management of the Senior Care Centre to meet MOH’s standards of service deliverables.
- Accountable for the optimal clientele build-up and sustenance within the expected capacity.
- Maintain a high level of customer service and client/caregiver engagement.
- Manage the waiting time for assessment, transport arrangement and admissions (including ‘Trials’).

- Establish and oversee a volunteer group to support the conducting of activities in the centre.
- Understand dementia issues and know how to manage clients who display behavioural problems (associated with onset of dementia).

The Council of Management operates within a well-defined framework established by terms of reference, encompassing its range of responsibilities, authority, and duties. These include critical aspects such as succession planning, meeting conduct, and the overall composition of the Council. A fundamental objective of the Council of Management is to ensure that its collective expertise spans essential domains, including accounting, finance, management, communication, strategic planning, and technology, thus promoting a rich diversity of knowledge.

Council of Management members are carefully nominated and chosen based on a wide array of skills that complement those of their peers, enabling PCF to effectively address its multifaceted operational needs. The appointment and re-appointment of Council of Management members is confirmed through a formal voting process. All new Board members undergo a structured induction programme.

At least once every three years, Board members subject themselves for re-nomination and re-appointment.
