Victor Bay

Chief Executive Officer

Victor has been at the helm of PCF as CEO since June 2015, following an illustrious 27-year career in both local and international banks.

In addition to his role at PCF, Victor is a grassroots leader, serving as a member of the Ang Mo Kio-Hougang Citizens’ Consultative Committee. His commitment to shaping Singapore’s future is further demonstrated through his involvement in the Human Health & Potential Subcommittee of the Future Economy Council.

Victor plays a key role in the academic sector as a member of the Board of Trustees at the Singapore University of Social Sciences. He actively supports the sports community, exemplifying strong leadership across multiple domains, as demonstrated by his roles as Vice President of the Singapore Table Tennis Association, member of the Singapore Golf Association Governing Council, and President of Warren Golf and Country Club.

Tan Lee Jee

Assistant Chief Executive Officer

Lee Jee has served as Assistant CEO of PCF since 2018, building upon her successful tenure as Senior Director since 2012. Her career began in the banking sector, where she distinguished herself as Regional Director and Head of Corporate Client Services & Cash Management Implementation at Deutsche Bank.

In her current role, Lee Jee oversees the Finance department whilst working closely with both the Preschool (Sparkletots) Division and Senior Care (Sparkle Care) Division. Her commitment to inclusivity is demonstrated through her active engagement in promoting the hiring of Persons with Disabilities (PWD) across both divisions.

Beyond her corporate responsibilities, Lee Jee has been an active grassroots leader since 1997. She serves as a Management Committee member of Lions Befrienders (Active Ageing Centre @ Clementi) and contributes to both the Clementi Citizens’ Consultative Committee and the Community Club Management Committee of Ayer Rajah Gek Poh and Clementi. Her dedicated service has been recognised with the Pingat Bakti Masyarakat (PBM) in 2013 and the Bintang Bakti Masyarakat (BBM) in 2021.

Choo Ah Choon

Senior Director (Corporate Services Sector)

 Ah Choon joined PCF as Senior Director of Corporate Services in 2016, following an exemplary 25-year career in the Republic of Singapore Navy where he held senior positions across Logistics, HR, Training and Projects.

Prior to PCF, he served as Vice-President at Singapore Technologies — Electronics, overseeing defence and overseas commercial businesses. His expertise spans military service, defence technology, and corporate leadership, demonstrating exceptional capabilities in managing complex organisational functions and strategic initiatives.

His comprehensive experience continues to drive operational excellence across PCF’s corporate services sector.

Albert Seah

Senior Director (Human Capital)

Albert has served as Senior Director at PCF since January 2022, advancing from his initial appointment as Director (Human Capital) in June 2018. With nearly 25 years of experience as a human resource leader, he has made significant contributions to organisational development, notably pioneering the HR function at the National Gallery Singapore.

His influence extends internationally through teaching engagements in Hong Kong. Albert holds a Bachelor of Engineering (Mechanical & Production) from Nanyang Technological University, which enhances his analytical approach to human resource leadership.

His expertise continues to shape PCF’s human capital strategies and organisational growth.

Marini Khamis

Senior Director (Preschool Management Division)

Marini has been a key contributor at PCF since 2013, advancing to Senior Director in 2018 after serving five years as Deputy Director. With over 30 years in education management, she brings extensive expertise from leadership roles, including Vice-President of Operations for a prominent early-childhood operator and General Manager of an Edutrust-certified teacher training institute. Her extensive expertise continues to drive excellence in the organisation.

Her contributions extend beyond PCF through her service on the Inclusive Preschool Workgroup under Singapore’s Third Enabling Masterplan in 2019 and as a member of the Professional Advisory Committee at the National Institute of Early Childhood Development since 2021. In this capacity, she provides crucial insights on industry trends, research directions, and best practises in early childhood education.

Marini is dedicated to driving positive change through inclusive education, fostering collaboration and nurturing environments where educators and children thrive.

Andy Seet

Senior Director (Senior Care Division)

Andy has been leading Sparkle Care, PCF’s senior care division, since May 2024, bringing significant expertise from his pivotal role as part of the pioneering team at the Agency for Integrated Care (AIC) since 2009. During his 14-year tenure at AIC, he has held various key management roles from communications to senior-facing, and finally as Director of the Sector & Partnerships Division, where he spearheaded strategic partnerships crucial to Singapore’s eldercare initiatives.

He holds a Master of Business Administration from the UCLA Anderson School of Management, which complements his extensive experience in healthcare sector development.

His leadership continues to strengthen PCF’s position in community care services.
