PCF Sparkletots Inclusion Conference 2025: Uplifting Neurodiversity Through Inclusive Early Education

PAP Community Foundation Sparkletots Preschool (PCFSP) proudly presents the PCF Sparkletots Inclusion Conference 2025, reaffirming its commitment to advancing inclusive education. Championing the need to move beyond stereotypes and misconceptions around neurodivergent children, PCFSP continues to lead in nurturing confident and creative children with a caring heart. This year’s theme of “Beyond the Label: Unlocking the Potential of Neurodiversity in the Classroom” underscores the importance of recognising unique strengths and perspectives that neurodiversity brings to learning and development.

The conference explores translating inclusive knowledge into effective actions, sharing best practices for supporting neurodiverse children in our classrooms, and fostering inclusive strategies by PCF’s Inclusive Education Team (IET) across PCFSP centres nation-wide. Aligned with enriching learning experiences for every child and ensuring support for all families, these initiatives have garnered positive feedback, gaining the confidence from both parents and educators.

These initiatives are part of PCFSP’s three-year roadmap where its educators undergo tier-1, or “basic” inclusive training, to ensure that its children receive the necessary support that they need. PCFSP has created an ecosystem of support (ANNEX 1) for educators to ensure that they are able to confidently put in place universal classroom strategies for the different children that they work with. This ecosystem has since benefited many children with diverse levels of needs.

The PCFSP’s ecosystem has positively impacted children such as seven-year-old “Mikael”. Enrolled in the Inclusive Support Programme (InSP) in 2022, Mikael transferred to a PCFSP centre with his parents aware of his different abilities. He has Autism Spectrum Disorder and faced challenges especially with regulating himself, leading to what might appear as disruptive behaviour to others. They wished for him to learn alongside peers with diverse levels of needs and experience social interactions with them. With the support of dedicated educators and Early Interventionists, he thrived in his daily lessons, where he gained confidence, adapted to routines and built meaningful friendships with his peers. The use of visual aids and structured strategies helped him to navigate key milestones, preparing for his next step at a Special Education school. Mikael’s progress highlights the importance of inclusive practices in shaping resilient, empathetic and capable learners.

The PCF Sparkletots Inclusion Conference will showcase effective inclusive practices from PCFSP centres through oral and poster presentations. These include strategies that support neurodiverse children across PCFSP, a strength-based approach to inclusive teaching, and ways to collaborate with parents and the community. Additionally, PCFSP will launch an inclusive support guide and a series of videos highlighting inclusive practices in preschools for all PCFSP centres.

Dr Honey Ng, Director of PCFSP IET, said, “As we celebrate 15 years of advancing inclusive education, PCFSP IET continues to set new benchmarks in early childhood learning. Our mission is to equip educators with the tools to create inclusive environments where every child, regardless of ability, is supported, confident, and empowered to thrive. Inclusive learning not only strengthens individual learners, but also fosters a community of empathy and collaboration, engaging families, schools, and society in nurturing a culture that celebrates diversity and ensures every child has the opportunity to succeed.”

PCF Sparkletots Preschool integrates a range of specialised resources to enhance neurodivergent children’s learning experiences:

  • Inclusive Environmental Support Guide
    • A comprehensive guidebook to help teachers and leaders structure their support for diverse learners.
    • Reduce decision fatigue and empowers them to take charge of the process by easily putting in place universal classroom strategies to ensure all children are well-supported.
  • Centre-based Visual Tools for Daily Practice
    • We are introducing a set of laminated visual guides for centre leaders to put up around the preschool.
    • These will serve as tools for educators to utilise in their classrooms to ensure that the different needs of children can be met easily.
    • Simple, effective, and designed to be a practical aid in every classroom.
  • Localised Training Videos
    • There is a demand for training videos on inclusivity that is contextualised for the Singaporean education landscape.
      • PCF Sparkletots has created five training videos to help educators understand how to implement inclusivity in their everyday routine that caters for the unique needs of the children in Singapore.
